Overall Accountability and Responsibility of group's Treasurer, covering all divisions and Joint Ventures throughout the world.
Major Responsibility:
· Participate in business development and operation of the group on the operational and strategic level to grow and increase the corporate EVA constantly
· Make sure the corporate financial decisions on treasurer are strategically aligned with the optimization of EVA on short term as well as mid term and long term basis.
· Create a vision, strategy, action plan, milestones with the frame work of Balanced Score Card (4 levels) for the corporate treasurer department, which should be aligned with the corporate vision and strategy and objectives
· Form effective strategies and treasure function planning for corporate treasurer, which includes but not limited to Corporate Cash Budgets, Capital Budgets, P&L Budgets, Cash Flow/P&L/Balance Sheet forecast
· Make sure the Treasurer's team execute corporate financial strategies and decisions all aligned with the approved plans, which will include but not be limited in:
o Cash Management
o Commercial banking and investment banking relationships
o Dividend disbursement
o Financial Risk/Insurance Management
o Financial analysis and planning
o Capital budgeting
o Credit Management
o Tax Analysis and Planning
o Investor relationship
o Insurance/risk management
o Pensions management
· Make sure the department of the Financial Business Partners to the business leaders in all the companies are well trained and function effectively and efficiently, of which the responsibilities include but not limited to:
o Product and Service Pricing
o Proactively participate in costing with Costing department
o Proactively integrate finance with marketing by providing services to marketing
o Corporate Investment Project financial analysis and forecast
o ESA (Economic Sense analysis) for business development
· Monthly treasurer reports for all business leaders
· Annual treasurer report on the corporate as well as division and JV levels
· Create an effective capital market investment plan for the corporate excess cash for EVA maximization
· Make sure the Expected Rate of Return for the corporate that the corporate uses is comparable to the market
· Make sure any equity financing is well negotiated on the par or above par of a third party investment company
· Maintain good relationship with all the major international customers throughout the world
· Make sure that all customers pay on time or whatever capital costs occurred due to any delay of payments are all collected from the customers
· Hedging Strategy, plan, and management execution on the corporate foreign currency exchange rate risk
· Providing daily information and strategy on the exchange rate change on a daily basis
· Proactively support corporate B2B branding (to the customers and suppliers), Employee branding (to employees/potential employees), and In-branding (customers)
· Building up the treasurer team to last for long
· Any other roles and responsibilities of a typical CFO may set up for.
Accountabilities:
· Making sure that the corporate and its joint ventures all have healthy liquidity always, and none of them runs into bankruptcy at any time
· Make sure the corporate will never run into shortage of cash
· Make sure the SGR forecasted on a yearly basis and the actual growth rate is 95% aligned and never bigger than the actual growth rate
· Making sure that the corporate Foreign Currency Exchange risks are always hedged on a yearly basis
· Work closely with the major banks (in China, Hong Kong, and USA or in other countries) for the lowest borrowing interest rate and good bank relationship always in place
· Success (EVA, NPV and MVA bigger than 1) for all mergers & acquisitions for corporate, divisions and Capital
· Groom at least one qualified manager of treasurer each year for all the divisions, acquired companies or Joint Ventures
